【摘要】:Thisdocumentestablishesstandardsforthetechnicalperformanceofcabinetx-rayimagingsystemsusedforscreeningatsecuritycheckpointsandotherinspectionvenues.Includedareallx-raysystemsdesignedprimarilyfortheinspectionofbaggageatairline,railroad,andbusterminals,andinsimilarfacilities.Anxraytubeusedwithinashieldedpartofabuilding,orx-rayequipmentthatmaytemporarilyoroccasionallyincorporateportableshielding,isnotconsideredtobeacabinetx-raysystem.Hereinafter,systemscoveredbythescopeofthisstandardarereferredtoasthesystem.Thisstandardappliestox-rayimagingequipmentwithallofthefollowingcharacteristics:-Meetthedefinitionofcabinetx-raysystemsasgivenin21CFR1020.40-Operateatorabove120kV-Havetunnelnominaldimensionsofupto1.1m×1.1m-Provideasingle-viewdirect-projectionimageastheprimaryimage-Areusedtoexamineitemstodetectprohibitedandillicitmaterialsatsecurity-checkpointlocations(e.g.,airports,seaports,landbordercrossings,officebuildings,courthouses,correctionalinstitutions,nuclearpowerfacilities,militaryfacilities,commercialshippingandreceivingstations,stationsusedformanifestverification)Forfurtherclarification,systemsincludedinthisstandardcanbethosewithorwithoutorganic/inorganicdifferentiation,withorwithoutactiveorpassivethreatalerts,andthoseincorporatingmulti-viewandcomputed-tomography(CT)imaging(iftheprimaryimagepresentedisasingle-viewprojectionimage),iftheyhaveallofthecharacteristicsfoundinthelistabove.Thisstandardthereforeisnotintendedforx-rayimagingsystemswithanyofthefollowingcharacteristics:-Operateatpotentialsthatarelessthan120kV-Arenotcabinetsystems(e.g.,openbomb-squadsystems)-Donotpresentadirect-projectionimage-Canprovideaprojectionimageonlythroughimagereconstructionfrommultipleviews-ArebasedprimarilyontheuseofCT-Areusedformedicaldiagnosticimaging-Areusedfornon-destructiveevaluation(NDE)ornon-destructivetesting(NDT),industrialqualitycontrol(e.g.,foodinspection),industrialsortationofrecyclablesornaturalresourceextraction,systemsusedforscientificresearchpurposes-Arebasedonlyonbackscatteredorcoherentlyscatteredx-raysThisstandardspecifiesminimumrequirementsandtestproceduresforx-rayimagingperformance,radiation-limitationrequirements,andelectrical,mechanical,andenvironmentalrequirements.Thisstandardaddressestechnicalimage-qualityperformance,notthreat-detectionperformance.
